Natural craziness happens – being in a place that is more resilient makes it an event. NOT being prepared or not having a plan to respond or mitigate the “event” makes it a disaster! Lack of planning makes it worse.
Learn the risks of where you live or were planning to live. Plan if you can.
If you are poor and your government can’t help. You got to do the best with what you have and try to CYB (cover your butt)
