My neighbor is sabotaging the environment. The effects are widespread. He can be stopped. I don't have the authority, and nobody in authority is listening to me.

My neighbor is trying to kill me with heat collectors in his yard and throughout the neighborhood.
He has committed property damage and criminal trespass for personal gain.
He has manipulated neighbors into helping him. He has tried to manipulate me into helping him. He has tried to intimidate neighbors.
