“Rest assured that this government is working and doing all it can to pursue initiatives and programs to protect our citizens and the environment, to innovate [on] current trends in disaster risk reduction and management, as well as to ensure heightened climate responsibility and justice,” conveyed President Ferdinand R. Marcos Jr. during the inauguration of the Integrated Disaster Risk Reduction and Climate Change Adaptation Project – Stage 1 (IDRR-CCA 1) in Masantol, Pampanga on 7 August 2024.
In his address, the President recounted the devastating eruption of Mount Pinatubo in June 1991 which led to significant siltation along Pampanga’s waterways, causing chronic flooding in the low-lying municipalities of Macabebe, Masantol, Minalin and Sto. Tomas. He emphasized the urgent need for effective flood control measures to prevent loss of lives and property damage in the Province.
The President assured the public that Stage 2 of the IDRR-CCA project will proceed as planned, aiming to further reduce flood levels and durations in the affected municipalities.
“Once it is fully completed, the IDRR-CCA will reduce the flood level and flood duration from 68 days to 17 days in the municipalities of Macabebe, Masantol, Minalin and Sto. Tomas,” he said.
The President also acknowledged the completion of several flood control projects in Region III by the Department of Public Works and Highways (DPWH). These include an PhP85 million flood control structure at the Pampanga River in Gabaldon, Nueva Ecija and the rehabilitation of the eroded bank of the Pampanga River at Candating, Arayat costing over PhP91 million.
He expressed gratitude to the Government of the Republic of Korea for its support in completing Stage 1 of the IDRR-CCA project and looks forward to its continued cooperation in other areas.
“It demonstrates the government’s commitment to delivering quality, safe and environment-friendly infrastructure to every Filipino,” President Marcos Jr. concluded in his speech.
