Philippines is never prepared. Filipinos are very fatalistic and will just try to cope somehow, but never seek ways to mitigate the problem.
Government officials negligence prioritizing their wallets than the country and mentally inept people who throws trash everywhere, specially on squatter areas where they just throw their trash everywhere clogging the sewers and we got severe flooding that even a country with less budget for handling natural disasters can do extremely better that the Philippines with billions of budget for handling such calamities

Government officials are busy counting their money.
Our country will never be prepared, why? Because our government officials loves to procastinate. They dont have intentions to solve the flooding and fixing the drainage system and water dams facilities. It will not happen.
