
This presentation focused on the Gorno-Badakshan Autonomous Oblast, one of the most remote and mountainous areas in Tajikistan. The collapse of the Soviet Union and a five-year civil war in the country led to a dire energy crisis that shut down schools, health centers, and businesses. The establishment of Pamir Energy, a public-private partnership, in 2002 made transformational changes in the region.
