Sorry to say, but ground water is going away in Spain because of large stale farming, so mass scale farming in Spain has to change. But yes sad story what happend in Valencia.

It is unreasonable to expect a flooding watershed to stay within the bounds of a river channel when nature gave the river the whole plain in extreme flooding. When man is involved the rivers get hemmed in especially around bridges. You would expect the barrier walls above such restrictions to have predictable failed especially if the overwhelmed bridges begin to catch debris. The great soil such area's provide is a Mecca to agriculturists, and urbanists who follow suit, but such area's come with potential hazards. When built up highways, and especially railways cross flood plains they also act as flow dams causing deep water backup with high silt deposition.
