Dominant climate finance and development aid narratives emphasize the hazard component of vulnerability and risk and ignore structural and proximate drivers of fragility and vulnerability. When these drivers are ignored, development, climate change, humanitarian, and other policies and programs can increase fragility, vulnerability, and conflict risk. Transformative, just, and integrated public-private financing approaches to systemic climate and disaster risk management in the global context are required as a part of the SDG framework.
