
Based on the World Risk Report 2024, the Philippines was identified as the most at-risk country globally for the 16th consecutive year.
The World Risk Index (WRI) assesses the disaster risk for 193 countries, considering their exposure to natural hazards and their societal capacity to cope and adapt. The Philippines’ score in the 2024 report was 46.91, the highest among all countries.

It’s important to note that other reports, such as the Climate Risk Index 2025 by Germanwatch, focus specifically on the impacts of extreme weather events and climate change. In this index, the countries most affected in the long term (1993-2022) were Dominica, China, and Honduras, while in 2022 alone, Pakistan, Belize, and Italy were most affected.
Therefore, depending on the specific definition of “at-risk” (overall disaster risk vs. climate change impacts), different countries may be highlighted. However, according to the widely recognized World Risk Index, the Philippines currently holds the unfortunate distinction of being the most at-risk country globally.
