Taiwan has narrowly escaped Tropical Storm Wingtip, the first tropical storm of the year, but that does not mean it escaped other extreme weather events. The outer cloud system over a tropical depression out at sea has brought heavy rains to Hualien and Taitung. A stream suddenly appeared in front of an elementary school in Jinfeng Township in Taitung and a creek in the outlying island of Lanyu suddenly became a muddy deluge.
