The root cause is dumb people driving in high water.
For a reporter you are rather useless. If giving distances actually try giving them rather than simply saying ''7 football fields'' which means nothing to anyone. In ''freedom units'' is that a mile, 5 miles, 10 miles or just a few hundred feet.
Climate change probably contributed but looking at the images all I see is CONCRETE. Water runs off concrete faster than it runs of a duck's back and I'm guessing drainage hasn't been updated to cope with all the extra run-off. I know when dad was involved in building new roads, buildings etc he insisted they put in far more drainage than they might have needed simply because roads, footpaths, roofs, bridges, ALL SHED WATER when it rains and that water will find the quickest and easiest route to flow through. Guessing you've increased the concrete, the bridges, the buildings but haven't increased drainage to match. And large areas of greenery are vital because the ground SOAKS UP rainwater or it floods and runs off much more slowly [we get a lot of that where I live, we also get a lot of rain, flooded fields and parks are much better than flooded roads and the water ends up in the soakaways that way rather than down rivers and into the sea] than it will when concrete is there instead.
