These years whenever a large flood occurs, China will repeatedly says that this year's flood is a once-in-a-century event. What will China say if there is another large flood next year or the next time? Maybe officials will say it happens once in a thousand years. Urban planning is poor, infrastructure is of low quality, and no one taking care of to cleans up the silt in rivers and lakes. From the central government to the local governments, officials never self criticizes. Officials should be held accountable for repeatedly flooding, including those who have been retired. Sufferings from such a huge flood is inevitable but there are at least four ways to improve natural disasters resistance. 1) Scientific urban planning and building site selection to avoid places prone to disasters, such as floods, earthquakes and landslides, etc. 2) All rivers and lakes need to be cleared of silt and lower to riverbed deeper rivers and lakes to allow rivers and lakes hold more water, just like a full bowl of water is actually only half a bowl is water because half of the silt is settled at the bottom of the bowl. And strengthen the rivers' and lakes" banks. 3) Cities in lower terrain areas need to raise the foundation walls, so that the cities and houses look like they are built on overpasses, 4) Build a strong drainage system.
