Is it conceivable that in these communities there is not one person that has either internet access or a radio? I have to believe that most of these communities have at least one. How about this. Appoint a person with internet access and/or a radio to spread the word in his/her community. Someone once said to me 'Give a person responsibility'. They will be honoured by being recognised for having something to offer. You could even pay the person a stipend, which would help to alleviate his/her poverty.
