people that aren't in flood plains that have never flooded have to pay extra money for flood insurance because they might flood in 20 years according to what model you choose to look at? And it also allows giant subsidized apartment buildings to be built in wet lands and existing flood plains?
People don't get upset paying taxes if it's not squandered or stolen.
