When you live on the coast, you assume the risk. That doesn't make it easy to take, but it a well know risk you decide to take responsibility. Inland, if you decide to live in a flood zone without protection, you are deciding to take on that potential burden as well.
After Guam was hit by a super- typhoon they banned stick frame houses and house trailers. Rebuilding with cinder blocks and concrete roofs and carport. Went through a major typhoon blowing huge trees down screaming winds. Car was fine. Power came on around noon. Chainsaw crews cleared roads by dark. Florida would never ban house trailers, so don't cry and caring your hands about it.
