How much of Siberia is permafrost? What percentage of the Russian Federation population live on permafrost lands? As far as I know the Siberian megaproject won't be build on permafrost land, It will be build in parallel to the Chinese Central Asia BRI corridor, which will add redundency to the project. China has shown us how much they can build major infrastructures on time, on budget and on target that western engineering firms had judge too risky or too costly in the past. My guess is the Russian infrastructure engineers are now eiger to share their knowledge.
