I just checked ECMWF 18Z at Tropical Tibdits and now they are now expecting 99W to develop but with a landfall in Visayas as a developing Typhoon.
It's gonna be a rainy one.

I just checked the new update in tropical tidbits
GFS: remains consistent, east of Philippines, no landfall, 980s mb when it is in the East of bicol
NAVGEM: same as GFS
CMC: LPA to minor tropical depression, it will pass through Samar, bicol, and the rest of eastern luzon
ECMWF: showing some development, tropical depression to tropical storm when it passes to visayas
ICON: almost the same as ECMWF.
